Protecting Journalists’ Confidential Sources and Repealing the Criminal Defamation Legislation

Globe International is launching a six-month project from October 1, 2007, “Protecting Journalists’ Confidential Sources and Repealing the Criminal Defamation Legislation”, to provide greater protection for Mongolia’s media.
The project, funded by the US Embassy, is aimed at promoting the media’s role in contributing to transparent and accountable governance and curbing corruption by improving legal protections for reporters. The overall objective of the project is to draft legislation on the protection of journalists’ sources and to make amendments to Mongolia’s Criminal Law pertaining to defamation to make the legislation consistent with international standards. |

Mongolian citizen N. Demberel was jailed after a judge handed down a guilty verdict for defamation. N. Demberel had published an article entitled “I was finally valued by Ch.Ulaan”. He also he broadcast the television program “Red-Eyed Oligarchy”, which was related to Mongolian President N. Enkhbayar and Member of Parliament Ch. Ulaan. The pair subsequently filed a complaint.
N. Enkhbayar and Ch. Ulaan claimed the article and television program were false and accused N. Demberel of defaming them and damaging their reputations. |

COLLECTIVE BOARD CEASED THE HUNGER STRIKE

On 8 July 2007, six members of Mongolian National Public Radio and TV /MNPRTV/’s Collective Board, who have been on hunger strike for 3 days since 6 July 2007, ceased their hunger strike. The purpose of the hunger strike was to demand the dismissal of MNPRTV National Board, which has repeatedly violated the Law on Public Radio and TV, undermined the independence of MNPRTV editor’s office and violated journalists’ professional rights.

COLLECTIVE BOARD MEMBERS PLAN TO GO ON HUNGER STRIKE

On July 6, six members of Mongolian National Public Radio and TV /MNPRTV/’s Collective Board obtained the legal permission for a hunger strike and went to hospital for health test. According to the Collective Board’s (CB) statement, the planned hunger strike will call to dismiss MNPRTV’s National Board (governing body of MNPRTV) which is alleged to have repeatedly violated the Law on PSB since its very inception.

It is since 14 June 2007 that Mongolian Public Radio and TV /MNPRTV/’s Collective Board (CB) members have been on strike. The Parliament set up a working group to look into the events surrounding the strike but the working group has not delivered any conclusions yet.

DEMANDS TO DISMISS NATIONAL BOARD OF MONGOLIAN NATIONAL PUBLIC RADIO AND TV

Journalists at Mongolian National Public Radio and TV (MNPRTV) are on strike since 14 June 2007. Six out of fifteen members of MNPRTV’s National board have been appointed by the Parliament without nomination from an NGOs’ Forum (convened to nominate board members).

On 24 June 2007, the manager of Chinggis 3 restaurant in Sukhbaatar District accused S. Tuul, photo reporter at “Social Mirror” newspaper, of taking photos in the restaurant without permission, kicked him in the head and broke his photo camera.
