Public service broadcasting

The Mongolian Parliament is going to discuss Public service broadcasting law in its Fall Session 2004. Mongolian R&TV used to serve the Government under the strict control over the last years. Political environment affecting Mongolian National and Radio TV has been changed since the last 2004 Parliamentarian Elections. Political interference to MNRTV is supposed to be reduced since a joint statement of the new Parliament Speaker and PM. However shortly after the statement some changes in the management positions of MNRTV have occurred.
Public service broadcasting as an essential part of the public's right to know helps to maintain the society and ensures media freedom, which is one of the fundamental principles of democracy. The Article 4 of the only media law titled Law on Freedom of Media prohibits state-ownership of mass media and the Parliament issued a Resolution obliged to convert state-owned Mongolian Radio and TV into public service broadcasting in 1998. Unfortunately, the Mongolian Parliament still has not passed the Law on PSB.
Several draft laws have been developed since 1991. In 1991, Mr.Z.Altai, former Director of R&TV and later in 1994, a group of 9 TV professionals head by H.Naranjargal, Programme Director developed a Programme for restructuring Mongolian TV and faced big resistance. In 1994, Mr. Robert Mulholland, USA expert proposed his version of a “Law on Free and Independent Radio and Television”. In 1995, Mr.P.Ochirbat, the first President of Mongolia initiated draft law on Freedom of Mass Media, which extensively proposed structure of PSB and it was not supported by the Parliament. Since that time, different legislators produced 4 drafts and none of them was not discussed by the Parliament. The latest drafts of PSB law were produced by the 2 main political forces in the Parliament: Mongolian People's Revolutionary Party and Mother Land- Democracy Coalition and Mr. N.Enkhbayar the Parliament Speaker has issued a Decree on formation of Working Group.
In order to encourage a passage of this important law Globe International, Open Society Forum , Press Institute of Mongolia organised Public Forum on 6th October 2008 at OSF conference hall. Public forum involved representatives of the public, civil society organizations and Mongolian National Radio and TV. The participants discussed and approved Civil Society Recommendations to the draft Law on Public Service Broadcasting of Mongolia. Mr. Bat-Uul and Gonchigdorj, MP participated in the discussions and replied to the questions.
Next day on 7th October 2004 Mr. H.Naranjargal head of Globe International was invited to a round table orgainsed by Friderikh Ebert Foundation, Germany in cooperation with the Parliament to present on the present broadcasting situation and further actions to be taken in connection with re-structuring state broadcasting.
