Yesterday, 17 Feb., 2005 the Mongolian Parliament accepted the President's veto on PSB law and passed the Law on Amendments on the Public Radio and TV Law. I have just received the official text of the new law.
1) Provision 21 Appointment of National Council. New provision 21.5 was added and it states that a Mongolian citizen, who is proposed (not nominated) by civil society representatives shall be appointed as NC member.
2) Provision 21.5 4 proposed candidates shall be nominated to the President, 7 proposed candidates to the Parliament and 4 proposed candidates to the Government. As you see the number of NC members have reduced from 17 to 15
3)  NGOs working in the field of science, history and tradition, arts and culture, literature shall propose their representatives to the President, NGOs working in field of law, foreign relation, journalism, health, education, sport, environment, labour and society shall propose their candidates to the Parliament and NGOs working in the field of economy, business, technology and management and marketing shall propose their
candidates to the Government 4)Provision 21.7 The President, the Parliament and the Government shall select the proposed candidates and nominate them and submit the names to the Parliament
5) Provision 21.8 The Parliament shall discuss the nominated candidates and appoint the NC members
6) 13.2 of the PRTV law was re-formulated that stated " Commercial and hidden advertisings are prohibited
7) Additional channel besides the main PRTV channel may be used by PRTV on paid basis and this channel shall be used for the purpose, which meets the goals and objectives of PRTV
According to the Parliament Resolution issued on the same day. The Law on Public Radio and TV will into force from July 1, 2005, not from 1 April as it was before. Prohibiting advertising provisions will work from January 1,2006.
As concerns the Law on Transfer of State Property to Public Property, the Parliament did not accept the President's veto.
