Starting from 21 October 2005, Globe International NGO have begun to implement a project, of 2 inter-related activities designed to build the capacity of free-expression monitoring in Mongolia in cooperation with IFEX and Moscow-based Center for Journalists for Extreme Situation over a 12-month period.

Mongolia has had a transition to democracy since its peaceful revolution in 1990. However, Mongolia needs the continued efforts in consolidation of democracy. One of the key indications is the free-expression situation in Mongolia. Democracy cannot function when media freedom is violated and journalists are threatened. Without conditions that promote that promote free expression, citizens do not have access to information they need to participate in the decisions that affect their lives and communities; nor do they enjoy the security of an environment that allows the exercise of their human rights.

Globe International has been working on promotion of the freedom of information and legal supportive media, and encouragement of professional and independent journalism since its establishment. At the present time little news on the free-expression situation in Mongolia makes its way within and outside the country. This is because there is no organization in the country that has a focus on, or attendant technical skills required for, preparing reports on free-expression violations that meet international standards of accuracy and relevance.

It will help to the Globe International NGO to work effectively with the other international freedom-of-information communities in the world. The project proposes 2 inter related following activities:

1) Training and Expertise: Monitoring, Legal Support, Networking
• Freedom of Expression Monitoring: establishment of monitoring network and training workshops
• Legal Aid and Education for journalists

2) Strengthening National and International Advocacy on Freedom of Expression
• Increasing Distribution of Mongolian Free Expression News nationally and internationally
• Supporting the Preparation of Globe International for IFEX membership
• Preparing Globe International to be a National Action Alert Provider.
