Globe International, a NGO, which has been activiely engaged to the drafting and passing the Public Radio and TV law, is carefully observing the law implementation process. We repeatly reminded before that, all the procceses of formationa of the National Counsil (NC) and appointment of the General Director must be open and transparent. However, only 9 members of the present NC were selected from candidates proposed by NGO Assembly. We still do not have any clear information how other 6 members were selected and nominated, and who and what NGO proposed their candidates.

Secondly, even thougn the law protects the conflict of interests, the person, who onws his private radio station was appointed as NC member by the Parliament. The criteria for selection of the GD did not include the conflict of interests issues.

In our opinion all the above mentioned mistakes have influenced to the crisis faced by the NC of the PRTV.

Globe International calls the nominating and appointing bodies of the NC to disclose the information on selection of those NC members, who has been selected despite the NGO Assembly. The public should know how their representation was selected and it is one of the principles of PSB.

Globe International calls the NC members to resolve all the problems urgently and respect for the law and the public's right to know.

Globe International believes that any decision of the NC should meet the public interests thus respecting for the democratic legitimacy of the people of Mongolia. Democratic and statutory principles, etchics, fairness in the NC's operation is vital to handling the existing problems. Comittment of the NC members to establish the truely public broadcasting service in Mongolian society and their responsibilties before the publc should be the main precendence rather than any political interests. The fair decision of the NC will contribute to normalize the facilitation of the transformation process and stable functioning of MNRTV.

Globe International also encourages the fight of MNRTV's workers and Temporary Committee aimed to safeguard the editorial independence and journalists' right to tell the thruth to the public. We call the Confederation of Mongolian Journalists and the journalitic community to support and express their solidarity for their struggle.
